Do not know if this is the right forum, but I am right now in Örebro and can not fail to be impressed on some successful solutions: Eg is a major thoroughfare for traffic in a central pedestrianized, thus an idea that might be feasible for our downtown more pedestrian: Build tunnel Kanalgatan!? In addition, I'm impressed by the almost everywhere have elevated walkway beside, sometimes bidirectional bike path. Then Örebro the best of both worlds when it comes to shopping: Both small specialty dukes mascot shops along the pedestrian streets, as well as several large modern dukes mascot malls.
